254.10 PLANT OPERATOR III-II-I.
   (a)   In General. A treatment plant Operator III-II-I must be capable of operating the processes assigned to him or her. An Operator, being on call twenty-four hours a day, must have his or her own transportation to and from the job site. An Operator must have a high degree of clarity in the use and understanding of the English language, both oral and written, and be able to use a standard phone system in a professional manner.
   (b)   Distinguishing Features of the Class. All Operators must possess knowledge of treatment plant processes involved in the operations of the Waste Water Treatment Department. They will be responsible for carrying out all duties assigned to them from a higher licensed operator or supervisor.
   (c)   Duties. An Operator shall be responsible for the correct operation of the treatment processes at the Plant, regulating flows, wasting, dosing and any other necessary procedure to maintain an acceptable effluent.
   (d)   Required Knowledge, Skills and Abilities. An Operator must have the knowledge to determine when a process is operating correctly, and, in the event that a process is changing or not functioning correctly, must have the skills and ability to correct the situation and/or report the situation, or corrective action taken, to his or her superiors.
   The Operator may be required to work in or inspect areas where he or she has to enter using ladders or steep stairways. He or she may have to enter confined spaces in the performance of his or her duties.
   (e)   Basic Qualifications. An Operator must have a current Class I, II or III State license, as required, and also must possess a current, valid commercial driver's license. An Operator must have the skills and ability to use a standard self-contained breathing apparatus.
