(a) In general. The Technical Supervisor shall provide guidance and advice to the Wastewater Department management for the administration of operations and maintenance of all wastewater treatment works, inclusive of the sewer collection system and the biosolids composting facility of the City. The Technical Supervisor shall be appointed by, and work under the direct charge of, the Mayor.
(b) Distinguishing features of the class. The position of Technical Supervisor shall comply with the requirement that the WWTW be under supervision of a Class IV State Certified Operator, pursuant to rule 3745-7-02 of the Ohio Administrative Code and the NPDES Permit for North Royalton's WWTW.
(c) Duties. The Technical Supervisor shall:
(1) Coordinate with the management team of the wastewater department.
(2) Analyze and review all aspects of the administration, operations and maintenance of the department.
(3) Make evaluations and recommend procedures for the management team to implement for achieving compliance with the NPDES permit and for operation and maintenance of the wastewater treatment works, both effectively and efficiently.
(4) Be required to visit the facilities at least 4 hours per week. During this time, shall review EPA required reports and any other necessary documents, inspect the facility, and interact with wastewater department management and any other personnel or officials necessary to achieve objectives.
(5) Be available for consultation beyond the 4 hours of on-site visitation. May be required to produce written or memorandi pursuant to achieving the stated objectives.
(d) Required Knowledge, Skills and Abilities:
(1) Technical understanding of treatment process and regulatory requirements of activated sludge and extended aeration wastewater plants, remote pump stations and bio-solids composting facilities.
(2) Experience with managing operation and maintenance of such facilities.
(3) Experience in communications with local, state and federal government officials.
(4) Ability to interact with financial, legal, engineering, and regulatory professionals.
(5) Experience with implementing cost efficiency measures to optimize employee management and plant processes.
(e) Basic Qualifications. The Technical Supervisor must hold a Class IV Wastewater Operator Certification from the OEPA.
