(a) In General.
(1) Laborers III-II-I must perform preventive maintenance and repairs on waste water facilities, collection systems and equipment. Laborers III and II must also be capable of performing the duties of the Sewer Inspector.
(2) Laborers of the Waste Water Treatment Department are on call twenty-four hours a day and must supply their own transportation to and from the job site.
(b) Distinguishing Features of the Class. Laborers will be expected to perform extensive supervised and unsupervised repairs on plant equipment, as well as major collection system repairs. In the event that inspections are needed and the Sewer Inspector is unavailable, the Laborers III and II shall be capable of performing the Sewer Inspector's duties.
(c) Duties. Some of the duties a Laborer will be expected to perform include repacking pumps, motor (electrical and gasoline) and vehicle repairs, hydraulic repairs, sewer line repairs and cleaning and televising sewer lines.
(d) Required Knowledge, Skills and Abilities.
(1) A Laborer will be expected to comprehend the treatment processes involved in waste water treatment and the repair of pumps and motors. He or she will also be expected to understand the collection system well enough to repair and inspect the same.
(2) A Laborer must have a high degree of clarity in the use of the English language, both oral and written, and be able to use a standard phone system in a professional manner.
(e) Basic Qualifications. A Laborer will be required to possess a valid, current commercial driver's license and to have the ability to learn new equipment and procedures used in the treatment plant processes. He or she must also have a high school diploma or equivalent. A Laborer must have the skills and ability to use a standard self-contained breathing apparatus.

Personnel used as Part-Time Laborers should be:
(a) High school students over the age of sixteen, or college students employed during the summer months, or college students employed under a cooperative program;
(b) Individuals acquiring further experience in order to qualify for a higher classification within the Waste Water Treatment Department;
(c) Students employed in conjunction with the North Royalton Board of Education Vocational Educational Program; or
(d) Individuals necessary for the Department to perform emergency and/or special functions for a limited period of time.

(a) Casual help shall be employed on a part-time basis and for a term of employment to be determined by the Mayor after consultation with the Superintendent of Waste Water Treatment.
(b) Part-time and casual laborers must possess all of the skills and abilities that are required of a full-time Laborer.

(a) In General.
(1) The Sewer Inspector shall examine all new construction of, and additions and/or alterations to, storm and/or sanitary sewers in the City.
(2) The Sewer Inspector is on call twenty-four hours a day and must supply his or her own transportation to and from the job site.
(3) The Sewer Inspector must have a high degree of clarity in the use of the English language, both oral and written. The Sewer Inspector must also possess the ability to use a standard phone system in a professional manner.
(b) Distinguishing Features of the Class. In addition to the responsibility set forth herein, the Sewer Inspector is hereby authorized to issue citations to enforce any provisions of these Codified Ordinances, the Zoning Code, and the Subdivision Regulations as they may relate to both storm and sanitary sewer installations and all related work in both new and existing structures.
(c) Duties. The Sewer Inspector shall check construction for the size of pipe, connections, grades, backfill and the correct installation of test tees.
(d) Required Knowledge, skills and abilities.
(1) The Sewer Inspector must have knowledge of dye-testing, construction techniques and the use of measuring equipment, tapes, transits, etc. He or she must also possess a knowledge of fills and pipes used in such work.
(2) The Sewer Inspector must have the ability to enter and climb from steep excavations, with and without the use of a ladder.
(e) Basic Qualifications.
(1) The Sewer Inspector must have a high school diploma or equivalent and a current, valid commercial driver's license.
(2) The Sewer Inspector must have the skills and ability to use a standard self-contained breathing apparatus.

(a) In general. The Technical Supervisor shall provide guidance and advice to the Wastewater Department management for the administration of operations and maintenance of all wastewater treatment works, inclusive of the sewer collection system and the biosolids composting facility of the City. The Technical Supervisor shall be appointed by, and work under the direct charge of, the Mayor.
(b) Distinguishing features of the class. The position of Technical Supervisor shall comply with the requirement that the WWTW be under supervision of a Class IV State Certified Operator, pursuant to rule 3745-7-02 of the Ohio Administrative Code and the NPDES Permit for North Royalton's WWTW.
(c) Duties. The Technical Supervisor shall:
(1) Coordinate with the management team of the wastewater department.
(2) Analyze and review all aspects of the administration, operations and maintenance of the department.
(3) Make evaluations and recommend procedures for the management team to implement for achieving compliance with the NPDES permit and for operation and maintenance of the wastewater treatment works, both effectively and efficiently.
(4) Be required to visit the facilities at least 4 hours per week. During this time, shall review EPA required reports and any other necessary documents, inspect the facility, and interact with wastewater department management and any other personnel or officials necessary to achieve objectives.
(5) Be available for consultation beyond the 4 hours of on-site visitation. May be required to produce written or memorandi pursuant to achieving the stated objectives.
(d) Required Knowledge, Skills and Abilities:
(1) Technical understanding of treatment process and regulatory requirements of activated sludge and extended aeration wastewater plants, remote pump stations and bio-solids composting facilities.
(2) Experience with managing operation and maintenance of such facilities.
(3) Experience in communications with local, state and federal government officials.
(4) Ability to interact with financial, legal, engineering, and regulatory professionals.
(5) Experience with implementing cost efficiency measures to optimize employee management and plant processes.
(e) Basic Qualifications. The Technical Supervisor must hold a Class IV Wastewater Operator Certification from the OEPA.
