(a) In General. The Foreman shall have the skills necessary to supervise and assign work and process all reports necessary to his or her duties. The Foreman must supply his or her own transportation to and from the job site, possess a high degree of communication skills in speaking and understanding the English language and be able to use a standard phone system in a professional manner.
(b) Distinguishing Features of the Class. The position of Foreman is a lower management position. It is the responsibility of the Foreman to supervise the personnel on his or her shift, carry out all orders from his or her supervisors, see that all personnel on his or her shift also carry out such orders and make sure that the work is performed satisfactorily.
(c) Duties. The Foreman shall:
(1) Assign jobs when necessary and insure that safe work habits are being implemented.
(2) Insure that all personnel on his or her shift perform all duties required of them.
(3) Prepare all necessary reports for his or her tour of duty.
(d) Required Knowledge, Skills and Abilities. The Foreman must possess the ability to perform all necessary repairs for processes of the waste water treatment plant and to provide instruction regarding the same. These duties could require the Foreman to enter confined areas using ladders or steep stairs and/or to enter slippery, limited space areas near deep, turbulent water.
(e) Basic Qualifications. The Foreman must possess a high school diploma or equivalent and a valid commercial driver's license. He or she must have the ability to follow and issue oral and written orders. He or she must have the skills and ability to use a standard self-contained breathing apparatus.
