254.05 CHIEF PLANT OPERATOR.
   (a)   In General. The Chief Plant Operator shall perform technical and supervisory work in the management of a waste water treatment plant.
   (b)   Distinguishing Features of the Class. The employee in this class is responsible for the overall management and direction of the plant, including laboratory, office and mechanical functions. The emphasis of the work is upon the proper and economical utilization of staff, equipment and treatment techniques in processing sewage which gravitates or is pumped to the plant, and upon achieving an acceptable, pure effluent. The work is performed in accordance with Federal, State and local regulations and is under the direct supervision of the Waste Water Treatment Superintendent.
   (c)   Duties. The Chief Plant Operator shall:
      (1)   Direct and review the work of operations maintenance plant personnel.
      (2)   Analyze plant and laboratory reports and direct the adjustment of processing methods to improve plant efficiency and to achieve maximum purification with economy.
      (3)   Prepare reports on plant operations for submission to the Superintendent.
      (4)   Supervise the maintenance of records of plant operation.
      (5)   Supervise, chemical, bacteriological and physical tests and order laboratory supplies and equipment.
      (6)   Maintain inventory of replacement parts and supplies.
      (7)   Conduct on-the-job training with a view toward developing employee skills.
      (8)   Supervise preventive and corrective maintenance activities.
      (9)   Carry out other duties deemed necessary by the Superintendent.
   (d)   Required Knowledge, Skills and Abilities. The Chief Plant Operator shall:
      (1)   Have a comprehensive knowledge of the machines, equipment, materials and operating practices of a modern waste water treatment plant;
      (2)   Have thorough knowledge of the chemical and physical processes involved in the treatment of waste water;
      (3)   Have good knowledge of the practices, methods, materials and tools of the mechanical and electrical trade;
      (4)   Be able to supervise and inspect the work of plant operators;
      (5)   Be able to direct work in the repair and maintenance of plant equipment and facilities;
      (6)   Be able to keep records and prepare clear and concise reports on plant operations;
      (7)   Be able to establish and maintain effective working relationships with supervisors, employees and the general public; and
      (8)   Have mechanical ability.
   (e)   Basic Qualifications. The Chief Plant Operator shall have extensive experience in the operation and maintenance of waste water treatment facilities, be able to follow oral and written instructions, be a high school graduate or equivalent and have a valid driver's license issued by the State.
   (f)   Additional Requirements.
      (1)   The Chief Plant Operator shall be in possession of a Waste Water Works Class III Operator's Certificate issued by the Ohio EPA.
      (2)   The Chief Plant Operator must be on call twenty-four hours a day and supply his or her own transportation to and from the job site.
      (3)   The Chief Plant Operator must have the skills and ability necessary to use a self-contained breathing apparatus.
      (4)   The Chief Plant Operator's duties may require the ability to enter areas using ladders or by climbing steep inclines of excavated areas.
      (5)   The Chief Plant Operator must have the skill necessary to speak and understand the English language with a high degree of clarity and must be able to use a standard phone system in a professional manner.
