254.03 SUPERINTENDENT OF WASTE WATER TREATMENT.
   The Superintendent of Waste Water Treatment shall:
   (a)   Be qualified to supervise and be responsible for the operation of waste water treatment facilities;
   (b)   Maintain and cause to be maintained records of laboratory tests and related work;
   (c)   Provide required reports and materials to the Environmental Protection Agency (EPA) or other agencies as required;
   (d)   Be qualified to establish standards and issue general instructions for the operation activities of waste water treatment facilities;
   (e)   Plan training courses for all personnel employed in the Department of Waste Water Treatment when necessary and/or required; and
   (f)   Coordinate activities with the Department of Buildings, the Municipal Engineer's office and other departments and divisions as necessary for the operation of waste water treatment facilities.
   The Superintendent shall be appointed by the Mayor with the concurrence of a majority of the members elected to Council. Any person considered for such appointment shall be certified by the Ohio EPA and shall possess certification as appropriate for the Ohio EPA Classification of Facilities. A continual upgrading of education and training shall be required.
