The Village Administrator may order the owner of any property upon which is located any structure, which is insecure, unsafe, or structurally defective and is so deteriorated or dilapidated or has become so out of repair as to be dangerous, unsafe, unsanitary or otherwise unfit for human habitation or occupancy, to demolish and removed within 60 days of receipt of notice to demolish and remove. If the owner fails to demolish or remove the insecure, unsafe, or structurally defective structure within the 60 day period provided in the notice to demolish and remove, the village may demolish and remove the structure. In such event, the village shall give a 30 day notice by certified mail of its intention with respect to such demolition and removal to the holders of legal or equitable liens of record upon the real property on which such building is located and to owners of record of such property. If a safety emergency exists, as determined by the village, notice may be given other than by certified mail and less than 30 days prior to such removal. The owners of record of such property or the holders of liens of record upon such property may enter into an agreement with the village to perform the removal. If no such agreement is entered into, the village may proceed with demolition and removal.
