(a) The exterior of all premises and the condition of all buildings and structures thereon shall be maintained so that the appearance thereof reflects a level of maintenance in keeping with the standards of the village as defined in this chapter and so as to avoid blighting effects and hazards to health and safety.
(b) No landowner shall permit the following conditions to exist on any land in which they have an interest:
(1) Any building or structure determined to be a danger or hazard to human life for other properties, as determined by an engineer, certified building inspector, or state fire marshal.
(2) Any building or structure in a state of disrepair, including but not limited to: loose or missing shingles, broken or boarded windows and doors, missing siding or falling walls, peeling paint, crumbling foundations or such other deterioration as would create an eyesore in the community.
(3) Accumulation of trash, rubbish, debris, junk cars or parts thereof, or dilapidated and/or unusable personal property such as dilapidated and unusable household furniture or other unsightly materials.
(4) Such conditions as would encourage rodents.
