Membership of the Planning Commission shall consist of the Mayor, who shall be a member ex-officio; one member of Council elected by the Council to be on the Planning Commission for the remainder of the elected Councilman's term on Council; and three citizens of the village to be appointed by the Mayor for the terms of six years each; except that the term of one of the citizen members of the first Planning Commission that operates, after adoption of this section, shall be for four years and one for two years. All such members shall serve without compensation.
