(a) The village may suspend the waste water treatment service and/or a waste water discharge permit in order to stop an actual or threatened discharge which presents or may present an imminent or substantial danger to the health or welfare of persons or the environment, or which causes interference to the publicly owned treatment works or causes the village to violate any condition of its National Pollution Discharge Elimination System (NPDES) permit.
(b) Any person notified of a suspension of the waste water treatment service and/or the waste water discharge permit shall immediately stop or eliminate the contribution. If such person fails to comply voluntarily with the suspension order, the village shall take such steps as are deemed necessary, including immediate severance of the sewer connection, to prevent or minimize damage to the publicly owned treatment works or danger to any individual. The village shall reinstate the waste water discharge permit and/or the waste water treatment service upon proof of the elimination of the noncomplying discharge. A detailed written statement submitted by the user describing the causes of the harmful contribution and the measures taken to prevent any future occurrence shall be submitted to the village within fifteen days of the date of occurrence.
