No person shall construct any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of waste on property located within the village, unless the property does not abut a street, alley or right-of-way upon which a public sewer is located. In the event that a property located in the village does not abut a street, alley or right-of-way upon which a public sewer is located, no person shall construct any privy, privy vault, septic tank, cesspool or other facility intended or used for the disposal of waste on the property without first obtaining any and all permits required for same from any and all Federal, State or County Governmental authorities or regulatory bodies having jurisdiction over the disposal of waste and/or waste disposal systems.
