(a) Any person owning property on which sanitary facilities exist in conflict with any of the provisions of this chapter shall, after service of notice as provided in this section, remove all cause of complaint for a violation of any of the provisions of this chapter.
(b) The service of notice shall be as follows:
(1) Within 30 days after the effective date of this chapter (Ordinance 1584, passed October 18, 1982), the Village Administrator shall notify, by certified mail, all property owners in violation of this chapter, to the effect that where violations exist they will be corrected as provided herein. The time allotted for compliance shall be reasonable for the work to be done, except that the time shall not be less than 30 days. When the time for compliance expires, those in violation of this chapter shall be fined as provided in § 1034.99.
(2) Thereafter, when a property is found on which a violation of this chapter exists, a written order shall be prepared stating the ordinance under which the notice is to be served, the name of the property owner, the location of the property, the work required to be done to eliminate the violation, the time allotted to the owner for performing the work and the penalties and fines prescribed for noncompliance. The notice shall be signed by the Village Administrator or his or her authorized alternate. The time allotted for compliance shall be reasonable for the work to be done, except that the time shall not be less than 30 days. The notice shall be served upon such property owner in the same manner provided for the service of a summons in a civil action.
