No person, organization, governmental entity or other lawful entity shall construct, erect or otherwise put into place, or attempt to construct, erect or otherwise put into place, a refueling station, unless a permit to do so is first obtained from the village. The fee for such permit is $25. Permits shall be issued by a Municipal Fire Safety Inspector, upon payment of such fee, but only after the Inspector, upon actual inspection, determines that each and every one of the following requirements is or will be satisfied as to the subject refueling station:
(a) A fire hydrant shall be within 50 feet of the refueling station at a location agreed upon by the local Fire Official. The main size shall be a minimum of six inches. Such fire hydrant shall be of Fire Department standards for the number of outlets and thread sizes, and shall flow 500 gallons or more per minute.
(b) No smoking signs shall be posted around the area.
(c) Such station must be 50 feet from any building or existing gasoline filling station or pump.
(d) Such station must be 50 feet from a public street or right-of-way and ten feet from any walk or parking lot.
(e) Such station must be 15 feet from any electrical source.
(f) All electrical equipment shall be contained in explosion-proof enclosures, per article 500 of the National Electrical Code.
(g) A master electrical shut-off, clearly marked, shall be provided for a compressor at a location agreed upon by the local Fire Official.
(h) A master emergency gas shut-off, clearly marked, shall be located more than 25 feet from such station at a location agreed upon by the local Fire Official.
(i) Such station shall be built in compliance with the Ohio Basic Building Code.
(j) Such station shall be completely fenced in and secured with barbed wire and a roof.
(k) Such station shall always be kept locked when not in use.
(l) Collision posts shall be installed around such station.
(m) Two 20-B.C. fire extinguishers shall be mounted in such station.
(n) All cylinders shall be clearly marked FLAMMABLE.
