(a) In order to facilitate the clearing of streets, alleys and parking lots maintained by the village, and to expedite the free flow of vehicular traffic, no owner or operator of any vehicle shall park or permit such vehicle to be parked on any street, alley or parking lot of the Village between the hours of 12:00 midnight and 6:00 a.m. from November to March, inclusive.

(b) Any motor vehicle parked upon any street, alley or parking lot within the village, in violation of division (a) hereof, shall be removed from the place where it is so parked by the employees of the village or by any person designated by the Village Administrator to remove the same.
(c) The owner of such parked vehicle, removed under the provisions of division (b) hereof, shall pay to the Clerk-Treasurer an amount equal to the cost of removing such parked vehicle from where it was illegally parked, plus the cost of storage of such vehicle after its removal, and such motor vehicle shall not be released to such owner until such costs are paid.

(d) In the event that such motor vehicle is not redeemed by the owner thereof within 30 days from the date of its impoundment, the same shall be disposed of as provided in R.C. § 4513.60 et seq. The proceeds from the sale of such unredeemed motor vehicles shall be used to pay the costs of removal and impounding of the same and the costs of such sale. Any balance shall be held by the Clerk-Treasurer for the account of the owner of such motor vehicle.
