(a) No person shall stop, stand or park a vehicle for any purpose or length of time, other than for the expeditious unloading and delivery or pickup and loading of materials, in any place marked as a truck loading zone during hours when the provisions applicable to such zones are in effect. In no case shall the stop for loading and unloading of materials exceed 30 minutes.
(b) The Mayor may establish temporary loading and unloading zones. When properly designated as such, no person shall park a motor vehicle therein, except for such loading and unloading.
(c) Whoever violates any of the provisions of this section shall be fined $15. Whoever violates any of the provisions of this section more than twice within a one year period shall not be entitled to pay a waiver under § 452.19 of this chapter, is guilty of a minor misdemeanor and shall pay a fine of $100.
