13.80.030: PARKING DESIGN STANDARDS:
   A.   Size: Required parking stalls shall be rectangular with a minimum width of nine feet (9') and a minimum length of eighteen feet (18'), in accordance with table 1 of this section. If the stall is perpendicular to a curb, the length shall be measured from the curb face. Each parking stall shall have independent access from a driving aisle. A parking stall may contain less than eighteen feet (18') of pavement in length if all of the following conditions are met:
      1.   The stall has a standard six inch (6") curb face that will allow vehicles to extend over a landscaped area of no less than six feet (6') in total width;
      2.   Each stall contains no less than sixteen feet (16') of pavement in length measured from curb face;
      3.   No pedestrian pathway or landscaping that prevents a standard vehicle from overhanging the curb is within two feet (2') of any curb face; and
      4.   All other requirements of this Code are met.
   B.   Location: Required parking stalls shall not be located in delivery areas, service driveways, driving aisles, drive-in stacking lanes, shopping cart storage areas, or areas in front of overhead service doors. Designated loading space shall not encroach into any fire lane or pedestrian pathway.
   C.   Separation From Rights-Of-Way: Except as provided above, wheel or bumper guards shall be placed in parking stalls where necessary to prevent any part of a standard sized vehicle from extending beyond a parking stall boundary line, intruding on a pedestrianway, or contacting any wall, fence, or planting. A physical separation or barrier, such as vertical curbs, may be required in order to separate parking stalls from access to a second travel lane.
   D.   Layout: All off street parking stalls shall be designed in accordance with the dimensions and specifications set forth in tables 1 and 2 of this section.
   E.   Accessibility Requirements: All parking facilities shall comply with accessibility requirements of the City's then current Building Code. The number of accessible spaces required by the City's Building Code as of the enactment of this section is shown in table 3 of this section.
   F.   Markings: All required parking stalls shall be marked and maintained to be permanently visible.
   G.   Surface: Required parking stalls, loading spaces, maneuvering areas, and driving aisles shall be paved with asphalt, concrete, paving stone or masonry to a sufficient thickness to withstand repeated vehicular traffic, and shall be constructed according to the City's street standards and specifications.

13.80.040: NUMBER OF SPACES REQUIRED:
Except as provided herein, under no circumstances shall there be less parking spaces provided than actually required by the use.
   A.   Number Specified: The minimum number of off street parking spaces required in all zones except the HV and R-M/U Zone, shall be as follows:
Amusement center (arcade)

Apartments for elderly persons
1 space for each dwelling unit

   B.   Adjustments to Number of Off-Street Parking Spaces Required:
      1.   The following percentages of the minimum stalls required may be designed, designated and maintained to accommodate “Compact” cars or motorcycles, scooters.
         a.   A maximum of 25% of minimum stalls required may be compact stalls
         b.   A maximum of 15% of minimum stalls required may be motorcycle/scooter stalls.
      2.   Adjustments to minimum parking requirements may be allowed to account for local factors and proposed development strategies which reduce traffic demand generated by the land use.
Upon application to the Planning Commission, as per section 13.08 of this Title, a property owner may petition to adjust the required minimum parking by selecting from the following table of allowable strategies. Reductions selected shall not exceed 30% of the minimums required.

   C.   Development In the R-M/U zone;
      1.   Minimum Number Of Parking Spaces: All developments within the R-M/U Zone shall provide the minimum number of parking standards as adopted in the Site Development Master Plan, as per 13.65.060.
   D.   Developments In The HV Zone:
      1.   Minimum Number Of Parking Spaces: All developments within the HV Zone shall provide a minimum number of off street parking spaces in the amount specified on chart 13.80.1 in this section. In no case shall the parking provided be less than that required by the use(s) allowed within the structure except as specifically allowed by the Planning Commission upon request per subsection B4 of this section. Notwithstanding the foregoing, when shared parking is furnished as provided in section 13.80.050 of this chapter, the total number of required parking spaces may be reduced as authorized in that section.

   Note:
      1.    When a dwelling unit has over 4 bedrooms, the Community Development Director shall designate the number of required spaces.
      2.   Existing Surface Parking Lots: The use of existing surface parking lots within the HV Zone may be continued so long as upon expansion or remodeling of the associated structures (see section 13.71.060 of this title), the parking lot is improved, where reasonably possible, to meet the requirements of this section. Exceptions may be granted by the Community Development Director using alternative parking located within two hundred feet (200') from the project site.
      3.   Maximum Number Of Spaces: In the HV Zone, the maximum number of surface lot parking spaces shall be no more than one hundred twenty five percent (125%) of the required minimum number of spaces as required in chart 13.80.1 of this section.
      4.   Abutting Public Parking: The Planning Commission may allow for fifty percent (50%) of immediately abutting parking stalls in the public right-of- way to be counted toward the minimum required number of stalls for a use in the HV Zone as per chart 13.80.1 of this section, if:
         a.   The use can demonstrate that the abutting parking stalls will be used by the customers of that use as the primary parking location within the village, and
         b.   The use can demonstrate that the reduced number of on site parking stalls in conjunction with the abutting stalls in the right of way will be adequate to accommodate the general business activity on the site, and
         c.   The approval of abutting stalls in the public right of way will not detrimentally impact overall parking capacity of the Holladay Village area and does not represent a violation of the spirit and intent of this title, and
         d.   The abutting on street stalls will not be marked, signed or implied by the use that any stall is reserved for exclusive use by the business.
   E.   Number Of Parking Spaces For Uses Not Specified: For any use of building not specified in this section, the off street parking requirement shall be determined by the community development director being guided, where appropriate, by the requirements set forth in this section for uses or buildings which, in the opinion of the community development director, are similar to the use or building under consideration.
   F.   Gross Floor Area Defined: “Gross floor area” means the total floor area designed for public access, including basements, mezzanines and upper floors. (Ord. 2013-26, 10-10-2013; amd. Ord. 2016-25, 11-3-2016; Ord. 2018-13, 6-21-2018; Ord. 2021-24, 9-9-2021; Ord. 2022-22, 11-17-2022)
13.80.050: SHARED PARKING:
   A.   Permitted: Notwithstanding any other parking requirements provided in this chapter, when nonresidential land uses occupy the same or abutting lots in the R-M, C-1, C-2, HV, or the O-R-D zone, the total number of off street parking spaces required for each use (section 13.80.040 of this chapter) may be combined and shared upon approval as provided herein. A proposal for sharing of off street parking shall be presented to the planning commission for site plan review and conditional use approval. (Ord. 2015-02, 2-5-2015)
   B.   Application Information: An application for shared parking shall contain the following:
      1.   The location and type of each use that will share the parking facility;
      2.   The total parking requirements for each use as provided in section 13.80.040 of this chapter or other applicable provision of this title;
      3.   The proposed hours of operation of each use;
      4.   Documentation that shows the uses sharing a parking lot are unlikely to produce a substantial demand for parking at the same time;
      5.   The number and size of proposed parking spaces. All spaces shall meet the size requirements in subsection 13.80.030A of this chapter, size of spaces;
      6.   A site plan that demonstrates that the proposed shared parking facility will comply with all the standards required by this code for parking lot development;
      7.   Proof of ownership of shared parking facility; and
      8.   A landscaping plan meeting the requirements in subsection 13.80.090.
   C.   Approval Conditions: Shared parking shall only be approved if:
      1.   The shared parking facility is located on land in the same ownership as the use, which ownership is established by deed, easement or lease;
      2.   Ownership as established in subsection C1 of this section is maintained for the duration of the shared parking permit;
      3.   A sufficient number of spaces are provided to meet the maximum parking demand of the participating uses;
      4.   Satisfactory evidence establishes that the participating uses are unlikely to produce a substantial demand for parking at the same time;
      5.   A disclosure statement is recorded with the city recorder’s office stating that the use on the property is contingent on the existence of a shared parking approval;
      6.   Additional landscaping is provided, as required by the planning commission; and
      7.   There is a finding by the planning commission that the shared parking facility is conveniently located for such use, readily used, and will not create a traffic or safety problem.
   D.   Changes: Any subsequent change in use, occupancy, hours of operation, or to a structure shall require review by the community development director to ensure that any such change complies with the provisions of this chapter. Failure to comply may result in the revocation of the conditional use permit. (Ord. 2012-15, 9-20-2012; amd. Ord. 2022-22, 11-17-2022)
13.80.060: MAINTENANCE AND DEVELOPMENT GENERALLY:
Every parcel of land hereafter used as a public or private parking area, including commercial parking lots and automobile, farm equipment, or other open air sales lots shall be developed and maintained in accordance with the requirements set out in sections 13.80.070 through 13.80.100 of this chapter. 13.80.070: SURFACING:
Any off street parking area, except on a farm or ranch, shall be surfaced with an asphaltic or portland cement, or other binder pavement so as to provide a durable and dustless surface, shall be so graded and drained as to dispose of all surface water accumulated within the area, as required by the community development director and shall be so arranged and marked as to provide the orderly and safe loading or unloading and parking and storage of vehicles. 13.80.080: SCREENING:
   A.   The periphery of all surface parking areas shall be designed to hide the major portions (i.e., heights) of automobiles from view from the street. Screening may be accomplished by using walls and/or hedges of shrubs that create three foot (3') height screens (at maturity) along the street periphery. Minimum size of shrubs shall be five (5) gallons and placed at a spacing not to exceed five feet (5') apart.
   B.   Surface parking lots located in the HV zone should be located at the side or rear of buildings. In no case shall an unscreened surface parking lot front on Murray Holladay Road, Holladay Boulevard or 2300 East Street.
   C.   The sides and rear of any off street parking area for more than five (5) vehicles which adjoins or faces an institutional use or residential building situated in any R district shall be effectively screened by a masonry wall or solid visual barrier fence unless otherwise provided for more specifically by the requirements of the zoning district in which such parking area is located. Such wall or fence shall be a minimum of six feet (6') in height and shall be maintained in good condition without any advertising thereon.
   D.   The location of off street parking spaces should be reviewed by the city of Holladay traffic engineer to assure that the location or design does not:
      1.   Create hazards;
      2.   Interfere with access for pedestrian or vehicular traffic;
      3.   Create unsafe traffic congestion;
      4.   Interfere with access to other parking spaces. (Ord. 2012-15, 9-20-2012)
   E.   Restricting vehicular and pedestrian access between abutting parking lots in the HV zone at the same grade is prohibited, but shall be designed not to promote cut through traffic. (Ord. 2015-02, 2-5-2015)
13.80.090: LANDSCAPING:
   A.   Landscaping in on-grade parking areas shall meet the requirements of section 13.77.060 of this title. (Ord. 2013-22, 9-5-2013)
