A. The periphery of all surface parking areas shall be designed to hide the major portions (i.e., heights) of automobiles from view from the street. Screening may be accomplished by using walls and/or hedges of shrubs that create three foot (3') height screens (at maturity) along the street periphery. Minimum size of shrubs shall be five (5) gallons and placed at a spacing not to exceed five feet (5') apart.
B. Surface parking lots located in the HV zone should be located at the side or rear of buildings. In no case shall an unscreened surface parking lot front on Murray Holladay Road, Holladay Boulevard or 2300 East Street.
C. The sides and rear of any off street parking area for more than five (5) vehicles which adjoins or faces an institutional use or residential building situated in any R district shall be effectively screened by a masonry wall or solid visual barrier fence unless otherwise provided for more specifically by the requirements of the zoning district in which such parking area is located. Such wall or fence shall be a minimum of six feet (6') in height and shall be maintained in good condition without any advertising thereon.
D. The location of off street parking spaces should be reviewed by the city of Holladay traffic engineer to assure that the location or design does not:
1. Create hazards;
2. Interfere with access for pedestrian or vehicular traffic;
3. Create unsafe traffic congestion;
4. Interfere with access to other parking spaces. (Ord. 2012-15, 9-20-2012)
E. Restricting vehicular and pedestrian access between abutting parking lots in the HV zone at the same grade is prohibited, but shall be designed not to promote cut through traffic. (Ord. 2015-02, 2-5-2015)
