13.80.100: LIGHTING:
Lighting used to illuminate any off street parking area or gasoline pump island shall be so arranged as to reflect the light away from adjoining premises in any residential district and street traffic. (Ord. 2012-15, 9-20-2012)
13.80.110: SIGNS:
Signs within parking lots should be limited to those necessary for safety and identification. Any required signs for individual stalls should be marked on the pavement. Freestanding or wall mounted signs shall not be permitted, with the exception of handicapped parking signs. (Ord. 2012-15, 9-20-2012)
13.80.120: OFF STREET LOADING REQUIREMENTS:
For every building or part thereof, not provided with docking facilities and having a gross floor area of ten thousand (10,000) square feet or more, which is to be occupied by a commercial or industrial use, to or from which delivery of materials or merchandise is regularly made by motor vehicle, there shall be provided and maintained, on the same lot with such building, at least one off street loading space plus one additional space for each additional twenty thousand (20,000) square feet or major fraction thereof. Each loading space shall be not less than ten feet (10') in width, twenty five feet (25') in length, and fourteen feet (14') in height. Such space may occupy any required yard or court except that if it shall be enclosed by a brick or stone wall not less than six feet (6') in height. (Ord. 2012-15, 9-20-2012)
13.80.130: GASOLINE PUMP REQUIREMENTS:
   A.   Setback: Gasoline pumps shall be set back not less than eighteen feet (18') from any street line to which the pump island is perpendicular and twelve feet (12') from any street line to which the pump island is parallel, and not less than ten feet (10') from any residential zone boundary line. If the pump island is set at an angle on the property, it shall be so located that automobiles stopped for service will not extend over the property line.
   B.   Canopies Setback: Canopies constructed to provide a weather shield over gasoline pump islands shall be set back not less than six feet (6') from any street line and not less than ten feet (10') from any residential zone boundary. (Ord. 2012-15, 9-20-2012)
13.80.140: DRIVE-UP/DRIVE-THRU SERVICE (FOOD AND NON-FOOD USES):
The following regulations shall apply to all drive-up/drive- thru services (including food service, service retail, general retail and financial services).
   A.   Adjacent To Residentially Zoned Property: Drive-up/drive- thru windows shall not be located directly adjacent to residentially zoned property. Drive-up/drive-thru windows and their stacking lanes shall be separated from residentially zoned properties by an intervening building (when located on the same side of the street as the drive-thru use) or separated by a major arterial road.
   B.   Stacking (Queuing) Spaces: Stacking lanes shall be provided for all drive-up/drive-thru service windows.
      1.   Minimum Queuing Spaces Required: The following number of queuing spaces shall be provided per lane (these are in addition to the required parking space for each use):
         a.   Drive-thru restaurants: A minimum of nine (9) spaces (5 spaces before the order board, 3 spaces before the pick-up window and 1 dedicated space beyond the pick-up window for customers waiting for food pick up).
         b.   Drive-up coffee kiosks: A minimum of three (3) spaces for each service window.
         c.   Drive-thru coffee/juice full service: A minimum of five (5) spaces before order board.
         d.   Financial institutions: A minimum of three (3) spaces in each teller lane.
         e.   Pharmacy: A minimum of two (2) spaces in each lane.
         f.   Dry cleaners: A minimum of two (2) spaces.
         g.   Thrift shop drop off: A minimum of five (5) spaces for each drop off lane.
      2.   Queuing Design Standards:
         a.   Queuing lanes shall not be allowed to wrap around in front of the main building entrance doors nor block required back out areas for adjacent drive aisles and parking spaces unless there is no other alternative for location of the building and drive thru lane(s) on the site.
         b.   Queuing lanes are strongly discouraged between the building and the street unless there is no other alternative for location of the building and drive thru lane(s) on the site.
         c.   All drive-thru queuing lanes providing greater than nine (9) spaces shall also provide a separate escape lane.
      3.   Maximum Queuing Lanes: Queuing lanes shall be limited to a maximum of the following number of lanes per land use:
         a.   Drive thru restaurants: Two (2) lanes.
         b.   Financial institutions: Three (3) lanes.
         c.   Pharmacy: Two (2) lanes.
         d.   Dry cleaners: One lane.
         e.   Coffee kiosks: Two (2) lanes (1 on each side of the building). (Ord. 2018-13, 6-21-2018)
