SECTION 20. RULES AND REGULATIONS OF COUNCIL; RECORD OF MEETINGS; PUBLIC INSPECTION OF BOOKS AND RECORDS.
   The Council shall make proper rules and regulations for its own government and the conduct of its business, which rules shall not be contrary to, or inconsistent with, any of the provisions of this act, and such rules shall be duly entered of record and shall be punished by the Council in any Municipal code or other publication made by the Council of this act and the ordinances of said City. The Council shall cause a record of its meetings to be kept and recorded by the City Clerk in a well bound book provided by the Council for that purpose, which book shall remain in the custody and at the office of the City Clerk, and all such books and all City records shall at reasonable hours and in a reasonable manner be open to the inspection of the public.
