SECTION 73. LIBERAL CONSTRUCTION OF PROCEEDINGS WITH RESPECT TO IMPROVEMENTS.

Proceedings with respect to improvements shall be liberally construed by the courts to secure speedy completion of the work at reasonable cost, and a speedy collection of the assessments after the time has elapsed for their payment, and merely formal objection in such cases shall be disregarded.
