The Police Judge, when appointed, shall have attained the age of thirty (30) years and shall have been a resident of this State for a period of five years and of the City of Dunbar previous to the beginning of his term of service for the period of one year. After the appointment of the Police Judge and in his absence or inability to perform his duties, the City Clerk shall act as Police Judge in his stead, and in the event that neither the Police Judge nor the City Clerk can for any cause perform such duties, then the Mayor shall act as Police Judge.
