SECTION 84. MONTHLY REPORT BY MANAGER.
   It shall be the duty of the Manager, not later than the tenth day of any month after his appointment, to make a detailed report to the Council for the preceding month. Such report shall show under distinct heads, first, the names and salaries of all employees under the control and supervision of the Manager; second, all expenditures or disbursements in the several departments under the supervision of the Manager; third, an itemized statement of all purchases, together with the cost thereof, for each and every department; fourth, all such other matters and things as the Council may by proper ordinance or resolution require of said Manager. Such report shall be entered of record in the minutes of the Council and be a public record, open to the inspection of all persons. All officers or employees in any departments under the supervision of the Manager shall, whenever required by said Manager, make full and complete reports of all things done by them as such officers or employees, in connection with the business of the City.
