SECTION 4. MUNICIPAL OFFICERS.
   The elected Municipal authorities of the City of Dunbar shall consist of a Mayor; a City Clerk, who shall also be City Treasurer; and six Councilmen, except that effective July 1, 1961, there shall be elected by the Council two (2) additional councilmen for terms expiring June 30, 1965; and when it is deemed necessary, the Council may, by ordinance, divide the City into wards and change the boundaries thereof from time to time, such wards to be made as nearly equal as may be, in population and territory, and when there shall be an increase in wards, the Council may increase the number Councilmen and direct an election to be held at the next regular election in said ward or wards so that each ward shall have ward representation in the Council. In addition to the ward representation the Council may, by ordinance, provide for the election of Councilmen at large. All of such officers shall be elected by the qualified voters of the City and such officers shall, for the assessment year preceding their respective elections, as provided, have been assessed with and paid taxes in the City of Dunbar upon a valuation of at least five hundred dollars ($500.00) worth of real estate or personal property therein, and any person elected to any one of such offices who has not been assessed with and paid taxes on such amount of property shall not qualify or enter upon the performance of the duties thereof, but such office shall thereby become vacant and shall be filled by a qualified person as provided for other vacancies.
   Such officers shall be elected on the 1st Tuesday in June, 2017 to serve until January 2, 2021. Thereafter, said officers shall serve four year terms with such terms coinciding so that the primary and general elections thereafter shall be the same time that the primary and general elections for state and county offices are held.
   The Mayor, City Clerk and Police Judge shall receive compensation as provided for by the Charter of the City or as provided by the general laws of the State of West Virginia, applicable to municipalities. Each member of the City Council shall be paid during the term of office the sum of ten dollars ($10.00) for each meeting; special, recessed or adjourned of the Council that he shall attend, provided that the aggregate amount to be paid to each member shall not exceed the sum of three hundred dollars ($300.00) per fiscal year. It shall be the duty of all Councilmen to attend all meetings of the Council, and if any member of the Council shall be absent from its meetings, as shown by its record, for three consecutive meetings, then his office shall become ipso facto vacant, unless the Council shall authorize or excuse such absence.
   The appointed Municipal authorities shall be those named in other sections of this Charter and such other officers and employees as the Council may direct, or as provided for by the general law of the State of West Virginia applicable to Municipalities. All officers named in the Charter shall be residents of the City during entire term of office.
