Special meetings of the Council shall be held when called by the Mayor or four members thereof. In either case, the call therefor shall be in writing and signed by the Mayor or members issuing it, and shall state the time and place of meeting and business to be considered thereat; and a copy thereof shall be served upon each member of the Council then in the City. No business other than that stated in such call shall be considered at such meeting.
