SECTION 33. ATTENDANCE OF WITNESSES; PRODUCTION OF BOOKS, ETC.; PUNISHING CONTEMPTS.
   The Council in the exercise of its powers and the performance of its duties, as prescribed by this Charter, and by the laws of the State, shall have the power to enforce the attendance of witnesses, the production of books and papers, and the power to administer oaths in the same manner and with like effect, and under the same penalties, as notaries public, justices of the peace, and other officers of the State authorized to administer oaths under State laws; and said Council shall have the same power to punish for contempt as is conferred on county courts by section thirteen of chapter thirty-nine of the Code. All process necessary to enforce the powers conferred by this Charter on the Council shall be signed by the Mayor, (or acting Mayor), and may be executed by any member of the police force.
