SECTION 16.  PRESIDING OFFICER OF COUNCIL; DUTIES OF MAYOR AND CLERK.
   The Mayor shall be the presiding officer of the Council and be a member thereof, with the right to vote in case of tie, the same as any other member of said Council, and the City Clerk shall be ex officio Clerk of the Council, and also perform the duties of Clerk of the Police Court; and the Mayor and the Clerk shall perform such other duties as the Council may require of them. The Council shall, at its first meeting after each election, select one of its body as President Pro Tempore, who shall, in the absence of the Mayor, preside as chairman of the meeting of the Council, and in the absence of both Mayor and President Pro Tempore at any meeting of the Council, some member of the Council shall be elected to preside over such meeting.
