SECTION 34. ABSENCE OR INABILITY OF OFFICERS.
   Whenever for any reason the Mayor shall be absent from the City, or unable to attend to the duties of his office temporarily, the President Pro Tem of the Council shall perform them during such absence or inability; and in the absence or inability of the Manager to attend to the duties of his office temporarily, the Mayor shall designate someone to perform such duties, provided that such temporary absence or inability shall not exceed thirty (30) days; but, if such absence or inability shall exceed thirty (30) days, then such appointment or designation shall be submitted to the Council, for confirmation or rejection. In the absence or inability of any other appointive City official to perform the duties of his office, the person or body making the original appointment, or his successor in office, shall designate someone to fill such office temporarily; or, if such absence or inability extends over a period of sixty (60) days, he may appoint someone to fill such office permanently.
