The Council shall exercise all of the legislative functions of the City government, and shall have the right to demand of any City official, or employee, information, explanations, facts, details, correspondence, or other papers affecting the City's interests; and it shall be deemed misfeasance and neglect of duty for any such official or employee to fail or refuse to comply with such demands.
