The Council shall by proper ordinance provide for the auditing of all the books and accounts of the City at least once in each year, and shall employ a reputable certified accountant for such purpose, and such audit shall show the complete financial condition of the City at the time thereof, and the receipts and disbursements of all the moneys during such year. The Council shall also provide by ordinance for the publication of the report of the accountant on the financial condition of the City at least once in each year, and such report of the accountant shall be spread upon the records of the Council and be a public record for all purposes.
