When any franchise granting the right to use the streets, alleys, or public grounds, shall be applied for, notice of the application or petition shall be advertised in some newspaper of general circulation in said City once a week for four successive weeks before the same shall be heard and determined by the Council.
All such ordinances shall protect the interest of the City and shall contain conditions, compensations or limitations, as Council may prescribe.
