The City Clerk, acting under State laws insofar as they are not in conflict with this Charter, shall perform such duties relating to all Municipal elections held under the Municipal authorities of said City as the clerks of the county and circuit courts of Kanawha County perform under State laws in relation to State, County and district elections in said County; and he shall likewise be the custodian of all ballots, talley sheets, etc., pertaining to all Municipal elections.
