(b) City water and sewers must be provided in all cases where these services are available.
(c) All lots of record before November 2004 with septic tanks shall have a minimum frontage of 200 feet and a minimum depth of 200 feet, which is to say a minimum area of 40,000 square feet.
(d) All lots of record created after November 2004 with septic systems shall have minimum frontage of 200 feet and total a minimum area of two acres, which is to say 87,120 square feet.
