In interpreting and applying the provisions of this Zoning Code, they shall be held to be the minimum requirements adopted for the promotion of the public health, safety and general welfare. Wherever the requirements of this Zoning Code are at variance with the requirements of any other lawfully adopted rule, regulation, ordinance or resolution, the most restrictive, or those imposing the higher standard, shall govern.
