(a) All sanitary sewers and appurtenances within public rights of way, easements granted to the village or other public lands shall belong to the village.
(b) The village shall be responsible for the operation and maintenance of all sanitary sewers and appurtenances within public rights of way, easements or public lands, with the exception of laterals from the main line sewer to the user of the service, i. e. all sewers six inches or smaller, the operation and maintenance of which shall be the individual user's responsibility.
(c) The user shall be responsible for repairs and damage to public rights of way, easements or public lands as a result of the maintenance of his or her lateral line, shall repair all damage caused by his or her actions and shall secure all necessary permits required for this operation.
