The village shall review the sewer service charges on an annual basis. On or before January 10 of each year, or at such other times as the Village Administrator or Village Council deems necessary, the Village Administrator shall submit a report of all expenditures of the waste water treatment system for the previous year to Council. Thereafter, on or before February 1 of each year, or at such other times as the Village Administrator or Village Council deems necessary, the Administrator shall calculate and compare the operation, maintenance and replacement costs and the debt service charges of the two preceding years and projections of such costs and charges for the following year and adjust the sewer rental rates to provide sufficient revenues to pay for the projected operation, maintenance and replacement costs and the debt service charges. The purpose of this adjustment is to annually reflect in the sewer service rates the actual anticipated costs for the operation, maintenance and replacement and the debt services charges of the waste water treatment system, and/or any anticipated expenditures pertaining to the operation, maintenance and replacement costs and the debt service charges, proportionately among the users of the waste water treatment system. The portion of the user charges attributable to the operation, maintenance and replacement costs and debt service charges shall be calculated as such costs and charges divided by the billable flow received in the system. The new rates, as determined by the Administrator, shall be submitted to Council for its review and passage at the first Council meeting in February of each year, or at such other times as the Village Administrator or Village Council deems necessary.
Following passage by Council, each user shall be notified, in conjunction with a regular bill, of the rate and portion of the sewer service charges that are attributable to the operation, maintenance and replacement costs and the debt service charges of waste water treatment services.
