(a) Open area. Open area means unobstructed in view; at street intersections and approaches, having the value of aiding both pedestrian and vehicular movement. Management will foster the open characteristic, as against the presence of structures, signs (as covered by Chapter 1446), tree and shrub growth, and other features detrimental thereto.
(b) Lawn and trees. Lawn and trees together display the green of life, in contrast to the coldness and massiveness of brick, concrete, and asphalt. Management will foster the use of native grasses, shrub, and tree species where adapted to local climate and soil, together with the necessary care and upkeep.
(c) Aesthetics. Appreciation of natural beauty abides strongly in the community. It has been a conscious force for participation in tree planting, and beautification efforts. Management will promote and foster the aesthetic value of these properties at all seasons of the year.
(d) Ownership. Land title to the named greens (§ 1027.02) is recorded with the Ashtabula County Clerk of Courts, supported by established boundaries, and with permissive uses set forth to abutting property owners, where involved. It is the continuing responsibility of village officers to assure adherence to established boundaries on the part of abutting property owners. Familiarity and boundaries, alertness to change, and prompt enforcement is the requirement.
