(a) All new driveway construction will be the responsibility of the individual property owner. Driveway culvert size will be determined by the Village Administrator. The driveway culvert shall be ditched to grade by the village. Scheduling of grade elevation shall be made by the Village Administrator.
(b) Minimum driveway culvert width shall be thirty feet. Acceptable culvert materials are ADS smoothwall interior plastic and SDR-35 plastic, with a minimum of one and one-half feet of graded cover. Concrete and galvanized pipe may be acceptable with less grade cover and premium backfill, as may be determined by the Village Administrator.
(c) Where existing deteriorated driveway culvert needs to be replaced, the property owner shall be required to purchase acceptable culvert material and repair the driveway, if the same is concrete. The village will open, cut, excavate, ditch, place and backfill the driveway area. If the driveway is asphalt, the village will repair the open cut at no expense to the property owner.
(d) The village shall maintain ditches that are in the street right-of-way. Ditching other than on street right-of-way areas shall be the responsibility of the property owner, unless a recorded permanent easement exists as a matter of record granting the village the right of ingress and egress upon the easement, or unless the property owner grants the village a permanent easement of record to allow the village to maintain the watercourse that will be subject of such easement. Each easement shall be accepted by the Village Administrator.
