   (a)   Pursuant to the specifications on file with the Village Administrator, each property owner is required to purchase and to install drainage pipe within the street right-of-way and to purchase and to install necessary pipe fittings for the proper installation of yard drains, downspouts, etc. All tie-ins must be inspected by the village before backfilling.
   (b)   Each property owner is required to supply backfill material. The village will supply backfill material only as may be determined by the Village Administrator. Each property owner is responsible for all landscaping, reseeding, sodding, restoration, etc.
   (c)   The village may supply material and labor where existing tile or drainage pipe must be repaired or replaced in the street right-of-way. The village may, at the discretion of the Village Administrator, excavate an open ditch in lieu of tiles or drainage pipe in need of repair.
   (d)   The village shall ditch grade elevations to accommodate the recommended pipe size. The scheduling of ditch grade elevations shall be determined by the Jefferson Village Administrator as present work load permits.
   (e)   Acceptable pipe materials and ADS smoothwall interior plastic, SDR-35 plastic, concrete and galvanized pipes. The Village Administrator shall determine the proper size and composition of pipe materials.
   (f)   Catch basins are to be installed where designated by the Village Administrator. Separation between catch basins shall be determined by the Village Administrator, but shall be no more than 200 feet apart. The property owner is responsible for purchasing the catch basins, unless the village desires to supply the same.
   (g)   The size and type of catch basins to be installed shall be determined by the Village Administrator. The specifications for each catch basin shall be no less than two feet by two feet by three feet and shall be made of concrete with a steel grate lid.
