§ 1024.01 REPAIRS BY OWNERS; REIMBURSEMENT.
   (a)   Village property owners are hereby authorized to perform sidewalk repairs, or to privately contract for the same, in accordance with the following guidelines:
      (1)   Safety precautions, such as signs or barricades, must be maintained while a sidewalk is being removed and repaired.
      (2)   Defective blocks of sidewalks will be picked up and disposed of by the Street Department after removal.
      (3)   Areas beneath sidewalks will be excavated to a depth as directed by the inspector. In no case will less than two inches of granular fill be used.
      (4)   Sidewalk thickness shall be not less than four inches. Driveway sidewalk block thickness shall be not less than six inches.
      (5)   Concrete mix used in all sidewalk construction shall be six sack mix or 4,000 pound.
      (6)   Walk edges and crack control cuts shall be tooled. Crack control cuts should be spaced at intervals not to exceed five feet.
      (7)   During the leveling of sunken blocks, such blocks must be sawed free of adjoining blocks before being raised.
      (8)   Tree roots shall be removed from under sidewalks to a depth of four inches below subgrade.
      (9)   Stake and form holes on tree lawns shall be refilled to the level of the sidewalk.
      (10)   The walk surface should have a standard slope (one inch from the inside of the walk toward the street) unless otherwise directed by the inspector.
      (11)   An inspection of a sidewalk project shall be made by the Village Administrator or his or her delegate. Inspections must be scheduled at least 24 hours in advance.
      (12)   Granular fill material required by the inspector will be furnished by the village at no cost to the property owner.
      (13)   Ten gauge wire mesh required to be installed will be furnished by the village at no cost to the property owner.
      (14)   Finished concrete sidewalks will be coated with a water-resistant sealer to be provided by the village.
   (b)   Village residents who perform or have performed sidewalk repairs or who privately contract or have privately contracted for same, in accordance with the foregoing guidelines, shall be reimbursed at the rate equal to the actual cost that the village incurs for the labor involved in forming the sidewalk and in the placement and finishing of concrete used in said sidewalk repairs, on a per square foot basis. The reimbursement rate will be calculated annually by the Village Administrator.
