(a) Inasmuch as the piling of leaves, grass clippings, brush clippings, sticks, and other similar yard waste in the streets, sidewalks, and upon the tree lawns of the village creates a problem to the health and safety of the inhabitants of the village by infiltrating the sewer lines and creating a back-up in the sewer lines, no person shall:
(1) Permit an accumulation of leaves, grass clippings, brush clippings, sticks, and other similar yard waste upon the streets, sidewalks, and tree lawns abutting property within the village, except for brush and bagged leaves placed on tree lawns for pick up by the village at scheduled pick up times; or
(2) Discharge grass clippings and yard waste into the street by mowers and similar equipment.
(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in § 698.02.
