(a) No person shall fail to fill or drain any lot or land or remove all putrid substances therefrom, or remove all obstructions from culverts, covered drains or natural watercourses as provided in R.C. § 715.47.
(b) Upon the filing of a written complaint with the Village Administrator, alleging a violation of any of the provisions of division (a) hereof, the Chief of Police shall notify the offender and give him or her notice to comply with division (a) hereof within a ten-day period. If such activity is continued after a ten-day period, the complainant shall be requested to execute an affidavit setting forth such violation, to be filed with the appropriate court.
(c) Whoever violates this section is guilty of a minor misdemeanor. A separate offense shall be deemed committed each day during or on which a violation occurs or continues. The penalty shall be as provided in § 698.02.
