(a) The health, safety and welfare of the inhabitants of the Village require that all public streets, sidewalks and properties be free of all groups tending to prohibit free passage of persons and/or vehicles over such public streets, sidewalks and properties. The gathering of groups of more than four persons in such a manner as to inhibit free and uninterrupted use of public streets, sidewalks and properties for more than three minutes, and crowding upon the sidewalks so as to force persons to travel upon tree lawns or streets to traverse such crowds, are hereby prohibited.
(b) The gathering of persons in such a manner as to impede the police or fire protection officials of the village in the performance of their duties, and refusing to disperse promptly upon order to do so, are hereby prohibited.
(c) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for a second offense within one year of the first offense. The penalty shall be as provided in § 698.02.
