§ 250.06 DUTIES AND QUALIFICATIONS OF FIRE CHIEF.
   (a)   Education; Experience. The Fire Chief of the village, in addition to the qualifications required by state law, shall have attained the following levels of education, experience and training at the onset of his or her probationary period:
      (1)   The Chief shall be a high school graduate.
      (2)   The Chief shall have a minimum of seven years of progressively responsible fire service experience, with at least five years of supervisory/management experience at levels equipment to Lieutenant, Captain or Fire Battalion Chief. Relevant education may be considered where the minimum fire service experience requirement is not met.
   (b)   Other Requirements. The Fire Chief shall meet the following requirements before the expiration of the six-month probationary period:
      (1)   The Chief shall be a Certified State Fire Safety Inspector.
      (2)   The Chief shall have Minimal Arson Level I Status with the state.
   The necessary expenses incurred during the probationary period to comply with such requirements shall be paid by the village.
   (c)   Duties. The duties of the Fire Chief include, but are not limited to:
      (1)   Planning, organizing, assigning and directing Fire Department operations with respect to fire equipment, fire apparatus and fire personnel and providing for the training and professional development of Department personnel;
      (2)   Enforcing, through subordinate officers and through village, state and national fire prevention codes and standards, safety regulations for public buildings and assemblies, the handling and storage of combustible materials and the use and storage of flammable liquids and explosives;
      (3)   Coordinating the efforts of all village departments in regard to fire prevention; working closely with engineering, building, planning and various other village, county, state and private inspectors in furthering Fire Prevention Code enforcement and assuring awareness of fire prevention throughout the village;
      (4)   Planning, managing and exercising control of budgetary resources; providing for Fire Department personnel recruitment, selection and training programs; providing a progressive system of performance evaluation, recognition or discipline; and taking necessary steps to maintain operational readiness and to improve the Department;
      (5)   Directing the preparation and analysis of fire records and reports to ensure efficient operations, to meet service demands and to comply with authorized requests for information regarding activities and personnel of the Fire Department;
      (6)   Responding as needed to all major fire alarms and directing fire-fighting activities through subordinate officers;
      (7)   Attending fire service conferences, conventions and other educational meetings to keep abreast of modern fire delivery system methods and administration;
      (8)   Addressing civic and other groups regarding the activities and programs of the Fire Department to inform and promote public understanding of its work, and promoting fire safety practices;
      (9)   Meeting with other department heads to coordinate activities; meeting with State and Federal officials to ensure that Fire Department programs adhere to standards; and meeting with community groups and residents to convey and receive information concerning Department activities; and
      (10)   Performing related work as required.
