(a) Pursuant to R.C. § 737.15, the Mayor shall, with the advice and consent of Council, appoint a Marshal, who shall be designated Chief of Police and who need not be a resident of the Village at the time of appointment but shall become a resident thereof within six months after appointment by the Mayor and confirmation by the legislative authority unless such residency requirement is waived by ordinance. The Chief shall continue in office until removed therefrom for cause, as provided by law, or by resignation or retirement.
(b) The Mayor shall appoint all Deputy Chiefs, Lieutenants, Sergeants, detective/ patrolman, regularly scheduled part time police officers, occasional part time police officers and volunteer auxiliary police officers. Residency requirements will be listed in the Police Department Rules according to R.C. § 9.481 as approved by the Mayor and confirmed by Council. All such officers shall continue in office until removed therefrom for cause, resignation, or retirement as provided by law. No such appointment shall be deemed final until the appointee has served a probationary period of six months. At the end of such probationary period, the Mayor shall transmit to Council for their concurrence a recommendation to remove or finally appoint.
(c) The Chief of Police shall recommend, and the Mayor and Council shall approve, the prescribed rules and regulations for the organization, administration, conduct and control of all members of the police force.
