The agent appointed by the County Humane Society for the village, such appointment made pursuant to R.C. § 1717.06, shall be deemed to be the Humane Officer upon approval by the Mayor, who shall keep a record of such appointments. The Humane Officer may arrest any person found in the village violating R.C. §§ 1717.01 to 1717.14, inclusive, or any other law for protecting persons or animals or preventing acts of cruelty thereto. When such an arrest is made, the Humane Officer shall bring the arrested person, without unnecessary delay, before a court having jurisdiction of the offense, or in the alternative shall release the arrested person by issuing a summons when issuance of a summons appears reasonably calculated to ensure the person's appearance. In either event, such officer shall, as promptly as possible, file or cause to be filed a complaint describing the offense. When a summons is issued, the Humane Officer shall note thereon the time and place such person must appear.
