Accessory parking and loading spaces, open or enclosed, on-street or off-street, shall be provided for all uses within the HOFV District for the purpose of providing safe and convenient access to buildings and land uses within the District. Parking for all new development within the district can be satisfied through the utilization of on-site, off-site, on-street parking, or any combination of the three; provided that a Parking Demand and Management Study, as described in Section 1161.05, is approved as part of the General Development Plan and Site Plan application processes. A parking space may be any open or enclosed area, including any public or private garage or parking facility, carport, driveway, public or private street or other area available for parking. No more than 60% of the on-street parking on any street can be allocated to the required parking for HOFV District developments.
