(a) The Site Plan Review Committee shall review and approve the proposal for a wind energy facility prior to the issuance of any applicable local permits, or permits required by the Ohio Building Code or the Residential Code of Ohio.
(b) An application for a wind energy facility or its alteration shall be made to the Departments of Zoning and Building. The Departments shall review the application to ensure the conformity to all applicable regulations. (Ord. 147-2018. Passed 7-2-18.)
Applications shall include all information as required by this chapter and any material required by the Building Department and any other local agency. This information shall include, but is not limited to:
(a) Eight (8) copies of a site plan showing the subject property, abutting streets, the site and size of the proposed turbine, towers and rotors, buildings on the property, overhead utility lines, fencing, driveways and parking and any other pertinent details.
(b) Elevation drawings of the proposed facility, all structures on the property, setbacks from property lines of the proposed facility, height of same, proposed color and materials of tower.
(c) If a rooftop or building mounted facility, elevation drawing of the building being utilized and, included in the drawings, a superimposed sketch of the proposed facility on the building.
(d) A statement by a State of Ohio Licensed Engineer certifying the proposed wind turbine will meet the noise requirements of this chapter.
(e) The estimated cost of erecting the facility and the cost of demolishing the facility along with a performance bond or its equivalent sufficient to cover the estimated cost of the demolition. (Ord. 147-2018. Passed 7-2-18.)
