   NOTE: The General Development Plan for a lot or combination of lots within the Hall of Fame Village District shall include the submission requirements as set forth herein and shall be considered and approved by the Planning Commission and City Council after review by the Site Plan Review Committee. Each lot or combination of lots within the General Development Plan shall be developed in accordance with an approved Site Plan. The proposed Site Plan shall be in the level of detail necessary to demonstrate compliance with the General Development Plan for the area submitted by the applicant.
   The following is the submittal process for development applications within the HOFV District. (Ord. 147-2018. Passed 7-2-18.)
1156.01 PRE-APPLICATION CONFERENCE.
   Applicants are encouraged to initiate a pre-application conference with staff and/or the Commission to discuss the conceptual aspects of the proposed development and to prepare and present a conceptual plan. All pre-application conferences are intended to be informal and consist of non-building specific discussions that establish a dialogue about the proposed development aimed at creating high quality investments that meet the needs of the community and the applicant.

1156.02 APPLICATION FOR GENERAL DEVELOPMENT PLAN.
   For any development within the HOFV District, or all proposed expansions or material changes of the HOFV District in conformance with Section 1157.04, the applicant shall submit a General Development Plan in accordance with the requirements set forth in this Zoning Ordinance. If the application is approved, the establishment of the GDP shall permit the applicant to proceed with the development as set forth in the GDP, subject to obtaining Site Plan approval for the specific uses approved in the GDP.
