1001.1.1 Functional and Performance Testing Provider and Commissioning Provider. The registered design professional in responsible charge, engineers independent from the design of the project, an approved commissioning provider, qualified designers experienced with a designated system, owner's qualified employees, or any combination thereof, shall perform functional and performance testing activities, as required by this Chapter.

1001.1.2 Qualifications. Personnel employed as a functional and performance testing provider or as an approved commissioning provider shall demonstrate competence, qualifications, and experience to the satisfaction of the code official. This includes having certifications such as from AABC Commissioning Group (ACG), American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE), National Environmental Balancing Bureau (NEBB), Association of Energy Engineers (AEE), Building Commissioning Association (BCXA), or equivalent.
Professional architects or engineers conducting commissioning and/or testing shall be licensed with the State of Idaho, including in the applicable discipline for the type of work being commissioned and/or tested.
Documentation outlining qualifications, experience, and copies of certifications or licenses shall be provided to the code official for acceptance.

1001.3.1.1.2 (10.3.1.1.2) Acoustical Field Measurement. As required by Chapter 8 (Section 8), the FPT specified in Section 1001.3.1.1.2.1.2 (10.3.1.1.2.1.2), Interior Sound Transmission, testing shall be completed.
Other elements specified in Section 1001.3.1.1.2.1.1 (10.3.1.1.2.1.1), Interior Background Sound Levels, and Section 1001.3.1.1.2.1.3 (10.3.1.1.2.1.3), Property Line Sound, testing shall be completed when the designer chooses these as options in the design.

Amend item B of section 1001.3.1.2.3, Cx Activities Prior to Building Occupancy, as follows:
b. The owner shall be provided with a preliminary Cx report per compliance with Section 1001.3.1.3 (10.3.1.3). Prior to the issuance of a Certificate of Occupancy or Certificate of Completion, a copy of the preliminary Cx report shall be submitted to and accepted by the code official.

1001.3.1.3.4 (10.3.1.3.4) Final Cx Report. After issuance of a Certificate of Occupancy or Certificate of Completion, the Cx provider shall provide to the owner, prior to Cx provider project tasks completion, a final Cx report that complies with ANSI/ASHRAE/IES Standard 202, and such report shall be made available to the code official upon request.

1001.3.1.4 (10.3.1.4) Erosion and Sedimentation Control (ESC). Develop and implement an ESC plan for all construction activities. Regardless of the size of the site, the ESC plan shall conform to the erosion and sediment control requirements of the most current version of the IDEQ, IPDES Construction General Permit for Discharge Activities. All projects must schedule and pass an ESC Site Preparation Inspection at the start of the project and an ESC Site Final Inspection prior to a Certificate of Occupancy being granted.
