9-13-1: PURPOSE:
The purpose of this Chapter is to establish provisions with increased sustainability components of buildings and sites beyond the minimum requirements of other adopted codes using prescriptive and performance related provisions. The provisions of this Chapter shall regulate the design of site sustainability, water use efficiency, energy efficiency, indoor environmental quality, materials and resources, and construction and plans for operation of high-performance green buildings to: reduce emissions from buildings and building systems; enhance occupant health and comfort; conserve water resources; protect local biodiversity and ecosystem services; promote sustainable and regenerative materials cycles; enhance building quality; enhance resilience to natural, technological, and human caused hazards; and support the goal of development that meets the needs of the present without compromising the ability of future generations to meet their own needs. 9-13-2: CODE ADOPTED:
All rules, provisions, and ordinances applying to the design, construction, quality of materials, erection, installation, alteration, repair, location, relocation, replacement, addition to, use or maintenance of the building systems, contained in book and in code form, designated and entitled "2018 International Green Construction Code" (IGCC) including all Normative Appendices, added Normative Appendix E, and Informative Appendices G (Informative References), H (Option for Energy Efficiency Using the IECC Prescriptive Compliance Path), I (Additional Guidance for Functional and Performance Testing (FPT) and the Commissioning (CX) Process) and J (Option for Residential Compliance Using the National Green Building Standard) published under the authority of the International Code Council, Inc., is ratified and adopted, except as said rules and provisions are hereby changed, altered and amended by this chapter. The 2018 edition of the International Green Construction Code, and amendments pursuant to this chapter, shall be known as the Green Construction Code of Boise City. One (1) copy of the 2018 International Green Construction Code shall be filed for use and examination by the public in the office of the City Clerk. (Ord. 9-23, 3-7-2023)
9-13-3: IGCC GREEN CONSTRUCTION CODE AMENDMENT, SECTION 101.1, TITLE:
   101.1 Title. Boise City Code Title 9, Chapter 13 shall be known as the Green Construction Code of Boise City, and hereinafter may be cited or referred to as "this Chapter" and "this code".

9-13-4: IGCC GREEN CONSTRUCTION CODE AMENDMENT, SECTION 101.2 (2.3), GENERAL:
Repeal section 101.2 (1) Purpose, including subsections, and replace with the following:
   101.2 (2.3) General. This code is voluntary for applicants unless agreed upon as a condition of approval under a Planning and Zoning approval process or under an agreed upon incentive program. This code is intended to provide minimum requirements to be used in conjunction with the other codes and standards adopted by the jurisdiction. The requirements in this code shall not be used to circumvent any applicable safety, health, or environmental requirements.

9-13-5: IGCC GREEN CONSTRUCTION CODE AMENDMENT, SECTION 101.3, SCOPE:
Repeal section 101.3 (2.) Scope, including subsections, and replace with the following:
   101.3 Scope. The provisions of this code shall apply to the design, construction, addition, alteration, change of occupancy, relocation, replacement, repair, equipment, building site, maintenance, deconstruction, removal and demolition of every building or structure or any appurtenances connected or attached to such buildings or structures and to the building site on which the building is located. Occupancy classifications shall be determined in accordance with the International Building Code (IBC).

9-13-6: IGCC GREEN CONSTRUCTION CODE AMENDMENT, ADD SECTION 101.3.1 (2.2), APPLICABILITY:
   101.3.1 (2.2) Applicability. The provisions of this code do not apply to the following:
      1.   Single-family dwellings.
      2.   Multiple-family dwellings of three stories or fewer above grade.
      3.   Manufactured houses (mobile homes).
      4.   Manufactured houses (modular).
      5.   Building projects that use none of the following:
         1.   Electricity.
         2.   Fossil Fuels.
         3.   Water.
